    Our Executive Team


    CEO Parramatta Mission

    Mark has a background in economics specialising in health systems improvement and has worked in senior executive roles in health and community services leadership positions in Australia and in the UK; including the public, private and NFP systems.  Mark is passionate about system performance improvement and empowering people to deliver valuable services for individual and community benefit.

    More recently, Mark has also been consulting for a range of clients; notably at icare NSW  and has held numerous voluntary, professional and community board memberships and industry-wide networks including the Audit & Risk Committee of the Australian Aged Care Quality Agency for the Commonwealth Department of Health.


    Jo Armstrong, Director of Fundraising, Marketing, Volunteering and Communication, is an experienced non-profit practitioner. Jo has a wealth of experience across the sector and has been serving in the non-profit industry for the last decade, including on a board.

    Jo is passionate about being part of an organisation that works to improve the lives of others and her work was recognise through her nomination as a finalist for Woman of the West in 2018. Jo strives to achieve sustainability through efficiencies and revenue growth and is driven by the outcomes seen within the community. Jo has a strong alignment with the values of Parramatta Mission, which are grace, inclusion, dignity, faith and hope.

    Jo has an Executive Master of Business Administration (MBAe) as well as a Graduate Certificate in Non Profit Management and has recently been awarded a scholarship for a Doctorate in Business Leadership, focussing on values based leadership, which will be completed in 2023.


    Lyall Weaver, Chief Financial Officer, is a chartered accountant (CA) who has held various financial roles in Australia and the Asia Pacific region. He has extensive experience in the not for profit and commercial sectors.


    Katelyn Barakat is Director of People & Culture at Parramatta Mission, and is a Certified professional in Human Resources (MAHRI) with Degree qualifications in Commerce, Human Resource Management & Marketing, Master of Labour Law & Relations. With a strong background working across all HR & Industrial Relations pillars, paired with a passion for organisational development, culture and social justice, Katelyn has demonstrated success internally and externally with her achievements. Katelyn has worked for Parramatta Mission since 2015 and sits on a NFP Board in the area of International Aid & Compassion.

    Chantal nagib

    Chantal Nagib is the Acting Director of Services at Parramatta Mission. Chantal became a Registered Psychologist in 2003 and more recently became a APHRA board approved Psychology Supervisor.  Having worked in the Mental Health Sector for over 17 years, Chantal has extensive experience developing and leading clinical teams to support vulnerable populations experiencing mental health concerns. Chantal has worked within various settings including private practice and EAP services, the hospital system and most predominately within the not for profit space.

    Chantal is passionate about model design and development, quality and ethical care and the associated strong outcomes achieved by consumers.
